Wold worked with Anoka County and all of the justice system participants to analyze their existing court facilities' deficiencies. A comprehensive list of options to solve the existing operational issues was considered to give an understanding to all stakeholders of the range of potential solutions - ranging from minor improvements to an entirely new justice center. Ultimately, Anoka County took a middle-of-the-road solution that solved all their deficiencies without rebuilding completely. The County's two most heavily trafficked courtrooms were remodeled into high-tech trial courtrooms with access to secure holding connected to their jail. A new holding suite complete with in-custody interview rooms support a new high-volume arraignment courtroom and keeps the facility operating with a three-zone circulation system.
With a carefully planned phasing process to keep the near-full courthouse operational during construction, the courthouse never reduced the number of operational courtrooms by more than one at a time while ensuring increased safety and operational efficiency with the best possible value in the end result.
